Christopher F. Koller
Health Insurance Commissioner, State of Rhode Island

Christopher F. KollerMr. Koller is Rhode Island’s first Health Insurance Commissioner. He was formerly the Chief Executive Officer of Neighborhood Health Plan of Rhode Island (NHPRI), a 68,000 member HMO founded in 1994 by Rhode Island’s Community Health Centers which serves primarily enrollees in RIte Care, the State’s managed care program for low and moderate incomefamilies. NHPRI is the largest HMO in the RIte Care program, which is nationally recognized for its success in improving the health of its enrollees. NHPRI is the second primarily-Medicaid Health Plan to attain an “Excellent” rating from the National Committee for Quality Assurance. Its primary care delivery system consists of eleven community health centers, hospital based primary care practices and private practices.

Mr. Koller is former chair of the State’s HMO Association and current chair of the Association of Health Center Affiliated Health Plans, a national membership association of 17 health plans sponsored by Community Health Centers, which comprises approximately one million enrollees.

In 2002 he chaired the Health Care Advisory Committee for the transition team of Governor-Elect Donald Carcieri.

Prior to his position at NHPRI, which he assumed in 1996, Mr. Koller was a contracts and operations manager in a series of positions for an HMO in Buffalo, New York and served as a consultant to the Bureau of Primary Health Care. He has also worked as an administrator of a primary care medical center for an HMO and as a staff person for The HMO Group, a membership association of staff and group model HMOs.

Mr. Koller is a graduate of Dartmouth College, with Masters' Degrees in Management and Religion from Yale University.
