Mr. Reynolds is the Chief Executive Officer of Neighborhood Health Plan of Rhode Island (NHPRI), a 75,000 member HMO founded in 1994 by Rhode Island’s Community Health Centers that primarily serves enrollees in RIte Care, the State’s managed care program for low and moderate-income families. NHPRI is the largest HMO in the RIte Care program, which is nationally recognized for its success in improving the health of its enrollees. NHPRI was the “#3 Medicaid health care plan in America,” according to a joint ranking by U.S. News & World Report and NCQA (March 2006). Its primary care delivery system consists of eleven community health centers, hospital based primary care practices and private practices. The HMO has developed unique partnerships with community health centers, state and private institutions in the service of medically underserved populations.
Mr. Reynolds has served as the Medicaid director for both Massachusetts and Tennessee. He has worked on Medicaid and health care policy issues since the late 1980s. He started his career as a budget analyst focused on health issues.In Massachusetts he served as the assistant director of the state’s central budget office, the budget director for the health and human services secretariat, and the deputy commissioner and acting commissioner of the state Medicaid agency. He directed the agency’s efforts implementing its 1115 waiver, transforming the agency’s operations while expanding health coverage to an additional 300,000 people. In Tennessee, he served as the director of TennCare, restructuring the organization’s capacity to oversee health plans, redesigning eligibility and appeal procedures, and improving relationships with providers, lawmakers, and advocates.
Immediately prior to joining NHPRI, Mr. Reynolds headed his own health care policy and management consulting practice where he supported the needs of providers, health plans, advocacy organizations, and foundations.
Mr. Reynolds was educated at Swarthmore College and MIT.
